I'm new to this stuff. I want to be able to creat my own mods and hacks but all I want to know is what programs I'd need to do any of this on my own and what general things do I need to know or look up.

You need to study some tutorials in the internet and learn about language and that stuff. Most hacks are coded in c++ so search it on google and download it.
