setup some webserver and code a php file, that takes 2 arguments like: checkpassword.php?username=xxx&password=xXXx

the php file should give a result 0 or 1 and you can get the result in your c++ program by fetching a webpage into a buffer and check the strings. You can do the request with wininet library or winsock library.
