    If nothing works from the tutorial link, Then ask a Support+ to team-view you to help fix this

    If that doesn't work as you said Contact an administrator would be your best bet

     

    But make sure your anti virus/Firewall is disabled.

    Yeah firewall and windows defender is disabled. I don't have a anti virus unless windows 10 has built in one. and usman tried to help and we couldn't get it working.
